CORE FUNCTIONS AND RESPONSIBLITIES

The Home Department plays a vital role in maintaining internal security, law enforcement coordination, and prison management across the province. Its key functions include.

1. Law & Order and Security

• Coordination with police forces, Rangers, and intelligence agencies to combat crime and terrorism.
• Conducting counterterrorism operations and intelligence-based actions against extremist groups.
• Strengthening urban security by managing law enforcement in high-risk areas.
• Ensuring a peaceful environment and promoting economic activities in rural areas.
• Conducting effective “Kacha operations,” resulting in the dismantling of numerous dacoit gangs, particularly in upper Sindh.
• Implementation of smart surveillance systems to monitor crime hotspots.

2. Prison Management and Security

• Overseeing the management and security of jails and detention centers.
• Ensuring proper classification and segregation of prisoners based on security risk and legal status.
• Preventing prison escapes, riots, and security breaches.
• Ensuring humane treatment of inmates in accordance with national and international human rights standards.
• Monitoring jail conditions to prevent overcrowding and inhumane conditions.

3. Rehabilitation and Reintegration

• Managing and overseeing parole and probation policies.
• Formulating policies for modernizing prison management and rehabilitation programs.
• Assisting released prisoners in reintegration into society through employment and support programs.

4. Support for Indigent Prisoners

• Identifying prisoners eligible for release after serving a major portion of their sentence.
• Coordinating with philanthropic organizations, welfare bodies, and government funds to arrange:
  • Diyat (blood money)
  • Arsh (compensation for injury)
  • Daman (compensation for damages)
• Ensuring a transparent mechanism for the collection and disbursement of these funds.

5. Regulatory Functions

• Issuance of operative licenses to private companies.
• Strict monitoring and security audits of licensed entities.
