Introduction
INTRODUCTION
The Home Department, Government of Sindh, is a key administrative body responsible for
maintaining law and order, ensuring public safety, and overseeing various security and civil
defense matters across the province. Under the leadership Minister for Home Mr. Zia Hassan
Lanjar, along with the Minister for Prisons Mr. Ali Hassan Zardari, the department has been
actively expanding its services to improve governance, strengthen security measures, and
enhance public outreach programs.

CORE FUNCTIONS AND RESPONSIBILITIES
The Home Department plays a vital role in various sectors, including:
I. Law & Order and Security.
II. Coordination with police forces, Rangers, and intelligence agencies to combat crime
and terrorism.
III. Counterterrorism operations and intelligence-based actions against extremist groups.
IV. Strengthening urban security by managing law enforcement in high-risk areas.
V. Ensure peaceful environment and strengthening economic activities in rural areas,
effective. Kacha-operations have been launched and bustedmany gangs of dacoits and
their rings particularly at the upper part of Sindh.
VI. Implementation of smart surveillance systems to monitor crime hotspots.
VII. Overseeing the management and security of jails and detention centers.
VIII. Ensuring proper classification and segregation of prisoners based on security risk and
legal status.
IX. Preventing prison escapes, riots, and security breaches.
X. Ensuring humane treatment of inmates as per national and international human rights
standards.
XI. Monitoring jail conditions to prevent overcrowding and inhumane conditions.
XII. Managing and overseeing parole and probation policies.
XIII. Formulating policies for modernizing prison management and rehabilitation programs.
XIV. Assisting released prisoners in reintegration into society through employment and
support programs.
XV. Identifying prisoners eligible for release after serving a major portion of their sentence
through coordinating with philanthropic organizations, welfare bodies, and government
funds to arrange Diyat (blood money), Arsh (compensation for injury), and Daman
(compensation for damages) for indigent prisoners.
XVI. Ensuring a transparent mechanism for the collection and disbursement of these funds.
XVII. Issue operative licenses to private companies and their strict monitoring and security
audit.
Prisons & Rehabilitation:
I. Oversight of Sindh’s prison system, ensuring humane treatment of inmates.
II. Reforms for prisoner rehabilitation and reintegration programs.
III. Upgrading prison facilities for better security and living conditions.
IV. Providing legal aid and fair treatment to under trial prisoners.
Public Service Expansion & Social Welfare:
I. Outreach programs for disabled persons, ensuring accessibility to government services.
II. Expansion of public grievance redressal mechanisms to address citizens' complaints.
III. Coordination with NGOs and welfare organizations to support vulnerable communities.
Counterterrorism and Foreign Threat Management:
I. Working with Sindh Counter-Terrorism Department (CTD) and intelligence agencies.
II. Strengthening border and coastal security to prevent foreign terrorist infiltration.
III. Implementation of anti-radicalization initiatives to curb extremism.
Urban and Rural Security Control:
I. Deployment of special task forces in crime-prone urban areas.
II. Strengthening rural policing to prevent feudal conflicts and organized crime.
III. Coordination with local administrations for disaster management and emergency
response.
Sindh Forensic Science Agency & Investigation Enhancements:
I. Development of advanced forensic labs for better crime investigation.
II. Training law enforcement officers in modern forensic techniques.
III. Implementation of Sindh Forensic Science Agency Act, 2019, with continuous
refinements.
Implementation of Karachi Safe City & Sindh Safe City Surveillance:
I. Installing high-tech CCTV cameras with AI-based facial and vehicle recognition across
key locations for real-time monitoring of criminal activities.
II. Integrated Command & Control Centers: Establishing centralized monitoring hubs to
coordinate with law enforcement agencies for quick response to security threats.
III. Smart Policing & Predictive Analytics: Utilizing data analytics, AI, and geo-mapping to
predict crime patterns and enhance proactive policing strategies.
Regulation & Monitoring of Private Security Companies
I. Ensuring that private security companies are registered, licensed, and compliant with
government regulations.
II. Training & Standards: Monitoring that security guards receive proper training,
background verification, and adhere to standardized protocols for safeguarding private
firms, installations, businesses, and properties.
III. Conducting regular inspections and audits of private security firms to ensure they
meet legal and operational standards.
