Project Background:

  1. The Provincial Apex Committee during its meeting on Law & Order in 2013 recognized
    the weaknesses in existing prosecution services system due to lack of forensic lab
    facilities in Sindh Province and envisaged to the revamp criminal prosecution service by
    establishing state-of-art forensic lab under the directions of Supreme Court of Pakistan
    and decided the “Establishment of Sindh Forensic Science Agency with state-of-the-art
    Sindh Forensic Science Laboratory (SFSL) at Karachi”.
  2. Project progress is being reviewed by Honourable Judges of Supreme Court /
    Monitoring Judge, Anti-Terrorism Court for the Province of Sindh, in pursuance of the
    guidelines issued by the Honorable Supreme Court of Pakistan in the case of Sh. Liaquat
    Hussain (PLD 1999 SC-504) for monitoring of Anti-Terrorism cases.

Project Features:

  1. 30 Acres of state land (free of cost) allotted by Sindh Government for establishing Sindh
    Forensic Science Laboratory at DehJoreji, Bin Qasim Town, off link road N5 Eastern
    Bye Pass, District Malir, Karachi.
  2. Project PC I approved in 2016 (Rs 2.6 billion) but project didn’t kick off and showed
    no progress at site (for next 6 years) as major basic components were not covered.
  3. Govt of Sindh legislated FSA Act in August 2017 “The Sindh Forensic Science Agency
    Act 2017”.
  4. Project Consultant is M/s NESPAK for design, construction and supervision (2021).
  5. M/s NESPAK developed project Master Plan: 20 Acre land designated for Forensic
    Science laboratory & its allied facilities. 10 Acre land kept Residential Complex for
    SFSA staff.
  6. March 2024 - Project Re-revised PC-I (Rs 8.023 B) was approved.
  7. Revised PC-I (3rd Revision) PC-I (Rs9.228 B) is submitted in P&D Dept for approval.
  8. Construction of Residential Block Phase-I PC-I amounting (Rs541 M) was approved in
    May-2024 and work in progress.
