Directorate of Civil Defence

The Directorate of Civil Defence, Sindh is an attached department of the Home Department, Government of Sindh, responsible for promoting public safety, emergency preparedness, fire safety, rescue awareness and civil defence capabilities across the province.

Civil Defence plays an important role in preparing government institutions, educational organizations, commercial and industrial establishments and the general public to respond effectively to emergencies, disasters and other hazardous situations. The Department also supports preparedness during peace time and is required to perform its designated responsibilities during emergencies, disasters and other situations as directed by the competent authorities.

Key Functions

• Conducting fire safety inspections of industrial and commercial establishments, government and semi-government offices, hotels, restaurants, warehouses, petrol pumps and high-rise buildings.
• Providing technical guidance regarding fire prevention and fire safety measures.
• Conducting Fire Fighting, First Aid, Rescue and Emergency Evacuation training.
• Promoting earthquake awareness and emergency preparedness among citizens and institutions.
• Organizing fire drills and emergency response training.
• Issuing training certificates to successfully qualified participants.
• Supporting preparedness and response during emergencies, disasters and other critical situations.
• Maintaining and supporting the Civil Defence Warden Service Organization, including trained volunteers at the district level.
• Creating awareness among the public regarding safety, emergency response and protection of life and property.
• Coordinating with relevant government departments and authorities in matters relating to civil defence and emergency preparedness.

Training & Public Awareness

The Directorate provides technical training to personnel of government and semi-government offices, schools, colleges, hospitals, industrial and commercial establishments and members of the public. Major training areas include Basic Fire Fighting, First Aid/Casualty, Rescue, Emergency Preparedness, Emergency Evacuation and Earthquake Awareness.

Fire Safety & Inspection

Civil Defence technical staff conduct inspections of industrial and commercial establishments and high-rise buildings to assess fire-fighting arrangements and other safety measures. Where required, technical guidance is provided and appropriate action is taken under the applicable Civil Defence laws, rules and fire-safety provisions.

Civil Defence Warden Service

The Civil Defence Warden Service is a volunteer-based organization that assists in carrying out civil defence responsibilities at the district level in accordance with directions of the competent authorities.

The Directorate of Civil Defence, Sindh is committed to strengthening a culture of safety, preparedness, prevention and effective emergency response, with the objective of protecting human lives, property and public institutions throughout Sindh.
